From kurthanson.com: "The Copyright Royalty Board (CRB) has announced its decision on Internet radio royalty rates...adopting the 'per play' rate proposal...the rates that the Board has decided on, effective retroactively through the beginning of 2006."

Webcasters have been struggling with the CRB all year over the new proposed rate. In effect, the proposal by the CRB will choke off competition and diversity from independent Internet Radio operators while allowing the big guys like Clear Channel, AOL Radio, MSN Radio, Y!Music, etc. to dominate the landscape.
