In an AP story published at Foxnews.com Kevin Martin, Chairman of the F.C.C., "...is recommending approval of the $5 billion merger between the nation's two satellite radio broadcasters in exchange for concessions that include turning over 24 channels to noncommercial and minority programming..."
Besides the 24 channel request, he also wants a 3-year price freeze for subscribers and both XM and SIRIUS have agreed to an "open radio" standard which will spur competition among makers of satellite radio receivers and hardware.
A final vote will be forthcoming from the additional commissioners.
